A repeat winner after taking the East regional award in 2022, Martin has continued her impressive officiating trajectory to capture national honours this time around.
Across a region that is well spread, with pockets of activity in the likes of Norwich, Ipswich, Great Yarmouth and more, Martin has dedicated time across the region despite her young age.
A current level two official with aspirations to move to level three, she is constantly looking for ways to better herself and continue evolving as an official.
Martin's commitment to the sport allows games to happen across the East region, picking up appointments across both Norfolk and Suffolk.
Her desire to broaden her horizons has also increased the number of teams she has come in contact with, earning her further positive feedback from coaches in other parts of the East region, London and the South East.
"Elsie is providing a huge commitment to officiating, not only to ensure games happen but also to support her own development, as she wishes to go for her L3 qualification," said East region level three referee Craig Douglass, who is also involved with Endeavour Ipswich Basketball Club.
"She has volunteered to travel to Ipswich to gain experience doing U18 Premier games to aid her development, often receiving good feedback from coaches, most of which are London based, so this is a great achievement.
"When the 2PO mechanics changed, she played a key role in helping to educate other referees in the area.
"Elsie is a true credit to junior officials, and other young officials out there should be looking to aspire to be like her."
It was a sentiment echoed by Claire Harper at Norfolk Hoopstars, who found Martin to be a credit to the region for the work she does.
"At just 17, Elsie is a determined, motivated and well skilled official, who dedicates a lot of time in trying to learn and keep up skilled.
"Both a table official and referee, she is seen doing numerous games each week throughout Norfolk, to an extremely high level. Elsie has been travelling to Suffolk to referee higher games, together with being able to receive mentoring which demonstrates her professionalism and desire to get to the highest level possible as an official.
"When officiating, Elsie is always well presented, confident and well spoken, with the ability to remain calm, especially for her age, despite being in some really intense situations during games."
A huge well done to Martin on her award, and congrats to Jessie Dormenyo from the North East and Kobe Collings from the South West on also making the final shortlist.
Martin's award continues the second week of a two week period where national recipients of the 2023 Basketball England Awards are being announced.
Winners from across BE's ten regions were announced in March, with those recipients then shortlisted to narrow down the field for each national winner.
Martin and others will be recognised for their achievements over the coming days, leading up to another cohort of selections receiving the prestigious Services to Basketball award on Sunday, 9 June 2024.
