Organise a Level 1 referee course
Aimed at the complete beginner who wants a better knowledge of the game: whether an under-16 player just starting out in the officiating world; a parent; or a novice looking to get into the sport. This course gives an insight into the basic mechanics of refereeing, violations and fouls.
Level 1 referees can officiate school games, youth local leagues and recreational games.
Cost: £22.50 per learner when booking for six or more
Expected duration: Six hours (includes attending a three-hour practical learning session)
Pre-requisites: None
Recommended minimum age: 14 years
Learner requirements
- Learner to attend a three-hour, tutor led classroom session (optional):
- Tutor will work through each learning module
- Learner will complete each learning module on their own device.
- Learner to complete online theory modules in their own time.
- Learner to attend three-hour on court practical learning session which is tutor-led.
The learner will need access to a laptop, computer or smart device to complete this course.
Theory modules - online
The course consists of six online modules which the learner completes during the classroom session or in their own time.
The modules include:
- Module 1 - Introduction
- Module 2 - The Basics of Refereeing
- Module 3 - Game Administration
- Module 4 - Mechanics - Lead and Trail
- Module 5 - Violations and Signalling
- Module 6 - Fouls and Signalling
The learner will need access to a laptop, computer or smart device to complete the online modules.
The tutor will need access to a classroom that has a screen projector with audio equipment to deliver the theory element of the course and also a full court set up for the practical learning session.
Organiser requirements
- Complete Basketball England booking form
- Book and pay for a classroom - three hours (optional & only if delivering face to face to led course).
- Organise a 3 hour virtual meeting (optional & only if not delivering in a classroom environment).
- Book and pay for a Basketball Court - three hours for the practical learning session
- Book and pay the tutor to deliver the course for both the theory (optional) and practical learning session - (£25 per hour plus £0.45 per mile)
- Pay the invoice received from Basketball England for the learner fees.
- Contact the learners with course information - online module sign-up link - date/time location of theory session (if applicable) and Practical Learning Session.

Practical learning session
The learner is required to take part in a three-hour practical session organised by the course organiser. This session will be led by BE approved Referee Tutor. The on-court session will bring the theory to life as the tutor will work through the different aspects of the game in a practical environment - game mechanics, play calling, fouls and violations.
When attending the practical learning session the learner will need to bring with them:
- A whistle
- Sportswear and training shoes
- Food and refreshments
Completing the qualification
Upon completion of the online modules and attending the three-hour practical learning session, the candidate will receive an e-certificate.
